1st.Level checking of EVMs will start from 18th.February,2009 to 26th.February,2009 in all the districts as per the following schedule: East : FLC Duration : 5 Days (18.02.09 to 23.02.09) North : FLC Duration : 3 Days (24.02.09 to 26.02.09) West : FLC Duration : 4 Days (18.02.09 to 21.02.09) South : FLC Duration : 3 Days (23.02.09 to 26.02.09) All the Political Parties may be called during the 1st.level checking and randomization of EVMs as well. All DEOs/ ROs have been requested to send their training schedule to the Election Department, Gangtok. Training CDs will be provided by Election Department, Gangtok |

The awareness campaign on uses
of EVMs to be commenced from 1st.March,2009. The DEOs/ROs are
requested to send their programmes accordingly. DEOs/ROs have requested for providing sufficient number of paper stripes/seals for the training purpose. CEO insisted that every Polling Officers should be well trained to handle the EVMs. Dummy Ballot Papers/Paper Seals/Stripes to be make ready before 1st.March,2009 for the training purpose. |

| After checking of EVMs the prescribed proforma to be filled up duly obtaining the signature of all concerned. | |||
| The list of respective Nodal Officers for EVMs has been sent to Election Commission of India, New Delhi and Electronics Corporation of India, Hyderabad, A.P. | |||

It is awaiting the approval of Election Commission of India in connection to shifting of three Polling Stations of 12-Melli Kartikey, 14-Temi-Namphing, Ben and Tshalamthang of South District. |

Copies of
the Electoral Rolls will be provided to all the BLOs and BLAs of the
concerned Polling Stations through respective DEOs/ROs.
Among all the Political Parties in Sikkim the Sikkim Democratic Front and Sikkim Pradesh Congress Committee of India has only submitted the list of BLAs. All the recognized and registered Political Parties of Sikkim were sent second reminders by DEOS/ROs and Office of the CEO, Election Department but non have submitted the list except above two parties. Since 16th.February,2009 being the last date for submission of list of BLAs the Election Commission of India will be intimated with the above facts. |

All the
DEOs/ROs are requested to sent the list of Polling personals to Election
Department,Gangtok by 20th February,2009. DEOs/ROs are required to manage/utilize the manpower from their own districts. In case of additional manpower Election Department, Gangtok will help to provide the same. The appointment of Polling personals and their training to be commenced from 9th.March,2009. The training of Master trainers on Election Procedures will be held on 1st.and 2nd.March,2009 (Conference Hall,Election Department), Gangtok for East and North Districts and subsequently on 4th.& 5th.February,2009 for South and West District at Namchi. |

| Service Voters Record at present is being maintained by Election Department,Gangtok. In future same will be maintained at the District Level. The datas will be provided by Election Department,Gangtok. | |||
| Micro Observers will be mainly from Central Government Organizations. The DEROs are required to maintained the list from their Districts. The general Observer will select the Micro Observers on the need basis. | |||

a) Until the time of declaration of Election by the Election Commission of India the application in Form 6 will be continued to receive for left out voters. b) Before the Election one more supplementary Electoral Roll will be printed c) There will be no further deletion of names from the Electoral Roll before the ensuing General Election,2009. d) DERO/North has been requested to write to the concerned Monasteries to ensure if there is any leftout Voters from the Sangha Constituency. e) The final Electoral Roll to be hosted in the website of CEO duly removing the previous one. f) Duplicate voter Identity Card to be issued by respective DEROs. The arrangement of providing Equipments and software has been provided by Election Department,Gangtok. |
